Minutes of the Meeting of the Board of Directors

January 8, 2007

 The Villas at Falls Run Condominium Board of Directors met for a working meeting on January 8, 2007, at the Center.  The meeting was called to order at 1:02PM by Paul Niemi, President, who determined there was a quorum.  All Board members were present.  Also in attendance were:  Jeff Turner, President, Jeffrey Charles & Associates (JCA); Bill Nosal, President, Falls Run Community Association, Inc. (FRCA); and four members of the condominium.

 Reading of the minutes from the open forum meeting of September 27, 2006, and the working meeting of December 18, 2006, was waived.  Both sets of minutes were approved unanimously.

Jeff Turner provided a management overview highlighting matters pertaining to the transfer of management services from Koger to JCA.  He discussed the status of resident responses to their notice letter, confirmed that requested coupon books were mailed, and stated that a follow up will occur with residents failing to respond.

 Nancy Garner moved that the board accept the revised Charter for the Covenants committee.  The motion was seconded by Sherri Burke and unanimously approved.  The Charter now reads:  The Covenants Committee will be responsible for:

  1. Keeping the Villas Owners Handbook current, accurate, and distributed to new owners, new occupants or renters.

  2. Working with the property management company through periodic inspections, identifying violations and ensuring that corrections have taken place.

  3. Developing sample violation letters for those Villas Owners Handbook regulations that do not apply to single family homes.

  4. Proposing a set of fees and consequences for inaction and persistent Villas Owners Handbook violators.

  5. Reviewing the governing documents, i.e. the Villa Declaration and the Bylaws for changes/deletions to the documents.

 Nancy Garner moved that the board authorize gutter cleaning for buildings on the tree line on Aspen Hill (#23-29) by the current provider.  She further proposed the provider assess the need to clean gutters on the tree line on Turtle Creek Way and Legend Drive a second time.  The motion was seconded by Joan Bitely and unanimously approved.

 Joan Bitely moved that a letter be prepared from the Villas Board to the FRCA Board requesting signage at the Legend Drive entrance to state: “NO PARKING, VIOLATORS WILL BE TOWED”.  The motion was seconded by Nancy Garner.  The motion was approved with Sherri Burke voting against the motion and Hugh Muir abstaining.

 President Niemi called for adjournment at 3:20PM.  All members concurred.
