Committee Reports:
· Roads, Sidewalks, Streetlights, Mailboxes
-Woody will have a report on the sidewalks for our next regular meeting.
-Streetlight outages are usually reported by the Neighborhood Watch, but
anyone can call Sylva with outages.
· SWM Ponds
-Storm drain gate debris cleaning: This has been done by various
residents, including Bill Spring and Frank Burroughs. Should residents
continue to do it, or should the FRCA hire someone. Shenandoah was not
interested in taking on this chore, but they could be asked again.
-Pond Management as per County requirements: The as-builts are in the
process of being filed with the county. Once bond is released, FRCA will be
responsible for checking the ponds after each rainfall of 1 inch or more.
Ken Burke will keep a log, as required by the County.
-Shenandoah has been told not to regularly cut the bottom of ponds 4 and
4A, and the Gladstone pond. They are not to cut below the mulched shrub
and tree beds that are around the sides of the pond. The County
recommends that the ponds be allowed to go natural. They may be cut
only 2 or 3 times a year, and will be cut with a bush whacker and the grass
left at an 8 - 10 inch height. P & G will make this recommendation to the
Board, and will ask the Board to support this plan.
· Grounds and Landscaping
-Farrar report: They are in the process of cleaning, clearing, and adding
rip rap to the drains and streams along the walking path. 3 Rivers area
still needs the final report from Williamsburg Environmental before the
work can be completed. 320 feet of walking path will be repaved in the
next few weeks.
-Shenandoah update: Mulching and edging are completed. They will
begin mowing and will spread pre-emergent crab grass killer in the coming
weeks. In May, they will spread organic fertilizer on the grounds around
the community center. The organic fertilizer is complimentary. We may
ask Shenandoah to use just the organic fertilizer in the fall on all of the
common ground.
-Summer flower planting: Janie Cindric discussed the proposal from
Shenandoah for summer flowers and will talk to Larry about using sedum
instead of begonias in the circular and the triangular island at the
clubhouse. The sedum would be drought tolerant and come back each
year, saving us money in the future. The County appears close to lifting
the watering ban, and the committee strongly requests the FRCA to
approve the planting of the summer flowers. The request will be prepared
and presented to the Board at their next meeting.
-Flower pots around pool: Shenandoah’s proposal calls for installing plants
in the 10 flower pots around the pool at a cost of $466.00. Janie
suggested that a resident may want to plant the flower pots, if the FRCA
paid for the flowers and the needed additional soil. Frank Burroughs
offered to do the planting. The Board will be asked to cover the costs of
the plants and soil in lieu of the $466.00 that Shenandoah wants.
-Benches: They will be shipped in the next few days. (Sylva is in contact
with the company, and will be notified of the date of arrival. They will
be delivered on a pallet.) The Board still needs to decide whether Lin will
be allowed to install the benches and in what capacity, (employee or on his
own.)
-Master Plan: Larry will have the plan ready in April, and has requested
that he meet with just the P & G Committee to explain the plan. He knows
that our meetings are open. (The date of that meeting is Wednesday,
April 23, 1 pm.) Larry will present the plan to the Board at a later date.
-Common ground usage: Robbin Sentell will have the document ready for
our May meeting.
· Budget for 2009
-Guidelines will come from the Finance Committee in the coming months.
-Priority list: Ken Burke will develop a priority list of the work that needs to
be done around the community. This includes repairing sidewalks, and
expansion joints; repairing and painting trellises, railings and street signs;
street light cleaning; and mailbox repairs and replacements. Also, we need
to find out how often the storm drains along the curbs need cleaning. What
happens to the priority list, and who sees that the work gets done, needs
to be worked out with the Board. It was suggested that at each Board
meeting, our concerns are either placed on the agenda, or we request from
the floor.
· More street lighting at Gladstone entrance: It was suggested that streetlights may be added at the corner when the traffic light is installed at the Plantation intersection. No action needs to be taken at this time.
· Natural areas: Frank Burroughs suggested areas in the community that could be allowed to go natural, thus cutting down on the amount of mowing and chemicals that are used. He will present the plan to the Board, and work with Robert from Shenandoah. The areas selected include the slope behind Reston Court, the slope behind the dam at pond 4A, and the slope behind Covington as well as 3 homes on Goose Creek Circle, # 14, 16 and 18.
· Blue Bird boxes: Frank Burroughs has a plan for placing the boxes in the common areas around the community. He has a volunteer who will make the boxes, and Frank will help install them. He will present the plan to the Board for their approval.
· Charter: We will wait for Board to advise.
