Minutes
of the Meeting of the Board of Directors
The
Falls Run Community Association, Inc.’s Board of Directors met on January
23, 2006 at 2:00 p.m. at the Center at Falls Run.
The
meeting was called to order at
2:00 p.m. by Bill Nosal, President.
A
quorum was present. Board members attending were:
Bill Nosal, Nancy Arnn, Toni, Brown, Mal Malo, Jackie Richards,
Art Gabler and Dan Owens.
Minutes of last meeting were not read.
Jeff Koger of Koger Management presented and summarized their proposed
contract.
Jake Bernard, Chair of the Property and Grounds Committee, presented the
committee’s recommendation for a landscape maintenance contractor.
Ann Jones, Activities Director, made proposals for a paid communications
specialist and questioned in what manner the Gazette would continue. No
decisions were made. She also
announced the Main Gate will be closed during the day beginning February 1,
2006.
The meeting was adjourned at 4:30 p.m.

Notes from Board Meeting of
January 20, 2006
Meeting with Executive
Electric and Dennis Ouellette to address issues with Exec Electric about gates,
street lights and snow removal.
Meeting was called to order at 2:50 pm. By President Bill Nosal.
All Board members were
present.
Main gate: Lighting is poor.
The lighting is poor because of the way the lights were set in the
ground. Moisture affects them.
Dennis is changing lighting to above ground “up-lighting”.
Smithfield
gate: Breakers
keep shutting off.
Per Eddie, owner of
Exec. Elect. There is an ‘on”,
“off” and “trip” indicator. EE
says the breaker has been turned “off”.
Someone is turning them OFF. He
maintains there is nothing wrong with the lights or the breaker.
Gladstone
Gate: Gates
OK and street light is sufficient.
Legend Gate – Not complete until spring.
Main gates will be down during the day beginning 2/1/06. After final homes
have closed.
No plans to replace gate on
Smithfield
.
Why has it taken so long to get the gate working????
Gates
have been replaced many, many times.
People keep running into the gates. EE
says he was not notified that right gate was not working.
Sylva produced a work order from last week to Eddie.
New product to work with Syntex box. EE
not familiar. Did not know heater
was required.
TWO
YEAR WARRANTY ON ALL WORK BY EXECUTIVE ELECTRIC –
BEGINS JANUARY 20, 2006
EE wants a single representative
from FR to contact EE when there is a problem.
Each gate will be numbered. There
are 12 gates. Numbering will begin
with the gates at
Gladstone
and move down to Legend.
All complaints should go through Sylva at Koger so that she can keep a log
of incidents.
EE complained that Koger is not responsive.
Tried to contract Sylva for the last 3 weeks.
They’ve had a very hard time trying to get a hold of Sylva.
Sylva disputes their claim. If
Sylva not available, ask for Dana at Koger.
Week End Calls: Have one
representative making the calls to EE direct.
John is the responder for EE they have 24/7 answering system that directs
calls to person on call.

Service calls NOT under warranty will be charged.
Weekend rate - $75/hr.
Holidays – Double
hourly rate.
EE stated that by February 1, 2006 all street lights will be repaired and
working.
There will be locks placed on breaker boxes.
EE will put the locks on. Concierge
to keep the keys.
Camera at gate has had problems – not working.
Power outage – spikes
– causes camera to go out. Camera
is working at this date, but will need to replace with larger camera soon.
Need new, better camera.
Suggestion: Put a fake camera
to deter people hitting gates.
Suggestion: Program time delay
on gates.
EE will provide legend of points of light between poles – service boxes
and junction box.
Need service box for Center interior.
Street lights warranty
will not cover bulbs.
Ballasts and capacitors will be installed and complete with in the week.
Any lights that are skewed – pole not straight – will be fixed under
warranty.
There should be street lights at each INTERSECTION but not necessarily at
the end of streets.
SNOW
REMOVAL
Original
billing from EE for snow removal for early December snow did not include extra
work done in single family area.
MOTION
Mal moved to pay balance of
Executive Electrics snow removal, - final 25 percent billed for work in single
family area – immediately.
Nancy 2nd the motion.
The motion was carried
unanimously.
EE was advised how to bill for streets – Single vs. Villas.
WATER
FALLS
Brickman – current landscape maint. company built the fall and they
maintain the pumps.
EE maintains the electrical for the fall.
Board needs to make new determination for maint for the falls.
EE will provide us with a proposal. They are able to maintain both
electrical and pump system. Eddie,
of EE, said he is also a plumber.
Executive Electric would like another meeting with the Board to explain
the Legend he will present.
OTHER
Board discovered new common
ground area. The area where Del Webb
advertising signs, the Dancers and the Fisherman are common ground and have been
maintained by Del Webb. The
advertising signs were scheduled to be removed January 20, 2006.
A suggestion was make to have regular weekly “work session” meetings
each Wednesday at 2:00. A regular
weekly meeting can be noticed to the community for their information and the
Board members will be able to arrange their schedules more easily.
All Board members were in favor.
It was agreed there will be a meeting on Monday, January 23, 2006 to
prepare for monthly Board Meeting on Wednesday January 25, 2006 at 7:00.
Koger’s contract: Dana will
provide contract for 6 mos and 12 months.
Bill asked if Villas will have separate contract with Koger.
Concern was expressed
about time Sylva spends on Villa NOT being included in billing to Community
Association.
There was a discussion re how to allocate her time.
Villas do NOT have separate Modification Committee.
All requests come to Community Association Modifications Committee.
Center has never had a fire inspection.
Info is needed on HVAC contractors.
Monthly invoice for assessments should include late fees.
Property and Grounds will devise a plan and communicate with Koger and
Koger will be the main contact to EE.
Meeting was adjourned at 4:30 pm.
